$14M investment in Mobile’s waterfront
The total combines a $9 million grant from the Alabama Department of Conservation and Natural Resources (ADCNR) with a committed $5 million from the city.
Gov. Kay Ivey announced the $9 million award in August for the park’s Southern Activation Zone, Phase 1b, as part of more than $52 million in GoMESA funding for 21 coastal Alabama projects. GoMESA (Gulf of Mexico Energy Security Act) shares revenue from federal offshore oil and gas leases with Gulf Coast states. The $9 million is the project’s second GoMESA award, following $3.5 million in 2025.
Cheriogotis said one of his goals before taking office was to oversee the park’s opening. He called the funding a major step for the project.
“This is a monumental step in the process of building out this lovely park.”

He also credited Jennifer Greene, the city’s director of programs and project management, and her team for bringing the project forward. Cheriogotis thanked Ivey and ADCNR’s Chris Blankenship for supporting the park as well.
What’s next for Brookley by the Bay Phase II
The city is also pursuing federal funding for the next stage of the park. The Mobile City Council approved a resolution Sept. 1 to seek $7.495 million for Phase II, which could add an amphitheater, walking trails and picnic spaces.
Brookley by the Bay is a 98-acre waterfront park along Mobile Bay’s western shore, being developed in phases following a master plan finalized in 2023.
