Brookley by the Bay waterfront project pursues $15M in federal funds

Mobile’s waterfront is set for another leap forward. On Monday, the Mobile City Council approved a resolution to pursue $7.495 million in federal funding for Phase II of Brookley by the Bay.

- Picnic spaces
- Restrooms
- Parking
- New pedestrian pathways
What is Brookley by the Bay?
Brookley by the Bay is a 98-acre waterfront park taking shape along Mobile Bay’s western shore, just east of Mobile Aeroplex at Brookley. The park is being developed in phases following a master plan finalized in February 2023, shaped by workshops with community members, stakeholders and council members, and led by a design team including SCAPE, Volkert, Moffatt & Nichol and Thompson Engineering.
The plan went on to earn a Merit Award for General Design from the Louisiana Chapter of the American Society of Landscape Architects in 2024.
The vision links the park to existing and planned greenways, including:
- Broad Street
- The Crepe Myrtle Trail
- The Mobile County Blueway
The project has already picked up significant momentum this year. In August, Gov. Kay Ivey announced $9 million in state GOMESA funding for the park’s Southern Activation Zone, Phase 1b — the largest single award among 21 coastal Alabama projects in this year’s round.
Combined with a $3.5 million GOMESA award in 2025, total state support for that phase now stands at $12.5 million.
GoMESA (Gulf of Mexico Energy Security Act) shares revenue from federal offshore oil and gas leases with Gulf Coast states, administered in Alabama by the Department of Conservation and Natural Resources.
Mobile eyes $15M total investment in waterfront
Monday’s resolution adds a new funding push on top of that momentum.
With a required 1:1 match, the $7.495 million in federal funding sought for Phase II represents a potential $14.99 million investment in Mobile’s waterfront future.
