$16M St. Louis Street project halfway to 2028 finish

A major revitalization effort in downtown Mobile just hit its midpoint. Friday, July 10, the City of Mobile will celebrate the milestone of the St. Louis Street “Complete Streets” infrastructure and revitalization project.
The St. Louis Street project is a $16 million, 17-block infrastructure upgrade in downtown Mobile that is expected to be complete in 2028.
Here are the details on how this massive corridor upgrade is coming together.
St. Louis Street construction reaches key milestone in Mobile
The 17-block revitalization effort aims to rebuild and modernize one of the most popular business corridors in downtown Mobile. Crews have officially reached the halfway mark of construction and are now shifting work to blocks eight and nine.
“This is a transformational effort that will not only improve the way people travel through downtown but will also update critical infrastructure in the area that will help us create a city that stands the test of time.
“I want to commend our dedicated city staffers and construction crews who’ve worked with businesses and residents along the corridor to minimize disruptions and lend support when needed.”

Downtown Mobile infrastructure improvements underway
This multi-year, $16 million project is more than just repaving roads. Crews are digging deep to upgrade water lines, improve drainage, add better lighting and bury utility lines underground.
- Utility updates: Critical upgrades to underground infrastructure, including water, sewer + gas lines
- Pedestrian safety: New ADA-compliant crosswalks, modernized street lighting + expanded pedestrian spaces
- Stormwater drainage: Upgraded drainage systems to improve stormwater runoff management
- Utility undergrounding: Overhead power lines + fiber infrastructure moved underground
To protect local businesses, residents and workers, the city implemented a block-by-block construction framework. This method allows the majority of the roadway, connecting side streets and intersections to stay open and accessible throughout the multi-phase timeline.
How is the St. Louis Street project funded?
Funding for the corridor comes from a mix of federal and local sources, including:
- Gulf Coast Ecosystem Restoration Council (RESTORE Council)
- Alabama Department of Transportation (ALDOT)
- Mobile Metropolitan Planning Organization (MPO)
- Mobile Area Water and Sewer System (MAWSS)
- The City of Mobile
